Two possibilities: Either the server is offline or some firewall is blocking FileZilla.

I had the same problem. Could not connect using FTP after update to 3.11.0.2 on Win 7 64 bit system. Connection timed out. I downgraded to 3.10.3 and FTP connection is working again.
