503 Error - Failure of Data Connection — at Initial Version

Description
I get this error when I do the Configuration test and then it tells me to download the latest version and if that doesn't work submit a ticket. Since I have the latest version I am submitting this ticket. Please give me suggestions on what I can do to get this work.
