Context Menu on Mac Inconsistent - Right Click doesn't select item in bottom panes (as expected), but does in top — at Initial Version

Description
If I right click on index.html to view/edit, then view/edit is greyed out (in the bottom panes of the default layout).
If I left click, then right click, I get view/edit.
If I left click on one file, then right click on another then view/edit opens the first.
I hope this makes sense.
